Maxed out XP

This may seem like a weird question, but my XP is maxed out at 200000 for now. I can't level up my survivors or weapons until my training ground is level 12. Working on leveling the concil, ect. Is there anything that the XP can go towards until that happens? Still doing missions, but can't get the XP's.
