Council level 14?????

Has anyone got to Council Level 14
I have survivors and useless weapons unless I can upgrade.
The upgrade says "coming soon"
I have gotten over 200 stars in a challenge, have over 1000 stars total and have beat all levels on hard.
Still No Upgrade Available.

    The 1.4 update which allowed us to upgrade the council to lvl 13 just came out, so I am guessing it will be a little bit.

    I have gear that requires Lvl 15 survivors. I think I'll be waiting even more than a little bit for that.

    Play to Slay. Slay to live another day. Daily players. On and killing walkers as often as we can.
