Council 12

I'm on episode 11. All my players are level 12. I would like to upgrade them to 13 but my training center needs to be upgraded to 12 and I only can upgrade it if my council is level 12. I tried upgrade my council but it says I can't upgrade it until I have a 29 level player. What am I doing wrong or missing?

The "level 29 player" refers to your lvl, not one of your survivor's levels.

Your level is determined by the Building points (BP) you have. You increase those, by buying and upgrading the various buildings.

Ok I understand that but how do I upgrade my training center so I can upgrade my players to level 13 . I can't compete in episode 11 it's asking for level 13 players.

You need to upgrade your other buildings first until your level 29, then upgrade your council to 12. After that you can upgrade your training center again.

Thank you so much! I just now figured out what that number in the upper left corner meant! I'm level 28 so I got a bit more to go!

I beat E11 with Level 11 guys, and a level 13 uncommon I got from E11M3. It wasn't super easy, but it's definitely doable.

diehexe1989, the levels shown on the missions are recommended, not required.

As @zoson pointed out you can complete missions that recommend survivors higher than what you have. I can usually finish missions the recommend 2 lvls higher than my own.
