When is max 21 and not 20

So my TG shop was restocked and new bundles were also available for purchase, at this point I finished upgrading my training grounds and then took a player to level 21. Straight after I got enough Sasha tokens in a 15 radio call to unlock her and when I did she was lvl 21...result... however of the 4 bundles in my shop only Daryls cross bow would be lvl 21 all others including the free flamethrower would be lvl 20, would of thought they would be lvl 21 also as now player level 60.

You need one Survivor of that class on level 21. For the flamethrower an assault.
For Lucille a bruiser and so on.

From your description the level 21 survivor is a hunter. For the BBQ to be level 21 your assault would need to be level 21.
