Auto Cover position

Does anyone know why AutoCover would try to move some survivors into cover yet leave others standing where they are?

I ask because I have a shooter who seems unaffected by it. I can't move him to cover and shoot, like freemen, because of the distance required, yet others standing right next to him are taken to a position of cover to fire.

I can try a video if people don't understand my explanation.
