Nothing Legendary despite all gold boxes and using The Governor.....

@mudmoccasin unfortunately governors trait does nothing to improve the rarity of weapons and armour, it only increases the level. So you see your reward improved tag on the ones in your first screen shot they would still have been green but one level lower. Yeah I know it sucks right! If your doing gear scavanges it's probably better to use another hero in lead either to make them easier or to Maggie/Glenn to give you more XP or tomatoes from kills. You really should be doing food scavanges though to get your camp up to the point where you no longer get green stuff from gold crates....
