Morning, I managed to get to 9999 on the outpost game this 2 week rota, and I was the third person to get to 9999 after 2 others.
So howcome everybody afterwards has jumped in front of me on the score (regardless of losing a few points then getting back to 9999) I'm now 17th even though players after me are now 4-16, yet finished in like 6 days after.
Any idea why?

Looks like it posts in the order of finish in the case of a tie score. You will keep moving down as people score 9999, but technically you are all tied for first. You might be able to move up if you drop below 9999 and then go back to 9999, but the new rank is still sort of meaningless. You will still be tied for first.

There are actually 5 digits in the outpost score even though you only see four of them. The person with the highest score of the 5 digits will appear in the top spot on the leaderboard regardless of the timing of actually reaching the 9999 score. Then all of those whose 5 digits are exactly the same will be displayed by the timing of reaching the 9999 score.
If you want your name to be first, then you need to have 9998 points when you do your final battle to get the extra 10 IP like this: 9998 + 10 = 10,008. That’s the highest score you can get. I used that trick all of the time to bump people down so I was top dog.

The player who came first is now behind me, and the second is still second.
