How is hero level determined when you unlock?

I read old (outdated?) posts/advice that you should hold out on unlocking heros to unlock them at higher levels.

As of today, I am able to train my survivors to level 15. But when I unlocked a hero just now, it is level 14. Did I do something wrong? Why did it unlock at level 14 rather than 15?

It'll be unlocked as the equal of the highest level survivor you already have

Oh thank you -- that explains it. I wish I had just waited in that case but lesson learned.

No more of the same Hero like scoutGlenn,scoutDaryl, shooterRick,hunterMorgan,hunterMaggie & Make the main cast an Alternative like LonghairCarol with Archer,hunterDaryl &warriorMichonne & also add the new heroes :sm

Beta/Alden for Scout
Magna for Warrior
Yumiko/Carol longhair with Archer
Cyndie for Assault
Lydia for Bruiser
Jadis/Judith for Shooter

About six months ago, I asked something like this and the answer was related to the character rights. More heroes, more money to pay. 🤷🏻‍♂️

I think they should pull characters from the books like Lilly Caul. No actors to pay for using their image.
