Are Guild Wars open to every player?

Hey all, this may be a silly question but I haven’t been able to find the answer anywhere else.

I thought they were open to all players as Guilds are, in theory, open to all Level players (though admittedly not very successfully for lower levels). But a member of my Guild said this morning that a Level 20 player couldn’t sign up because they weren’t eligible when I was pestering him to sign up!

I did did unearth this thread from April 2019 where someone said....

You need to be council level 12. Nothing to do with player level.

Which seems to equal around Level 29?

Is this still the case this go-round?
