Is RGG's leader trait ACTUALLY working correctly with Lucky?

In the last update (notes here), RGG's leader trait was supposedly "so that it interacts with the Lucky trait on the initial roll." If that's true, what's happening in this video?

My RGG has a level 8 leader trait (80% chance). My Eugene has 37% Lucky (15% from Staff and 22% from survivor trait). So, Eugene should have a 100% chance of getting charge points (80% * 1.37 = 109.6%, to be exact). Why isn't he starting fully charged?
My survivors have consistently started with more charge points since the update, but something is still off...

If I remember correctly, only the first charge point is affected by luck. So you have a 100% that you’ll start with 1 charge point. The next charge point is fixed at 80% and the 3rd 80% again.

Two calculations here.1. Chance of starting charged;2. How many points.If you have 100% on RGG's trait, characters will always start with charge points. It's 100%, right?But the trait does not affect "how many" charge points. That's a fixed chance and lucky does not impact that at all.So scouts, shooters and bruisers would have 50% chance of getting 1 charge point and 50% chance of getting 2 charge points (full charge).Assaults and Warriors would have 33% of 1, 33% of 2 and 33% of 3 charge points (full charge).

@Troublemaker no it’s 100% chance of 1 charge point then 80% chance of getting the second, then 80% chance of getting the third. In this example.
