Why don't we have Simon as one of our Hero's or other background characters?

As of now, Simon's first appearance was during the season 6's event where Rick's group had a suspicious encounter with the saviors. Simon's very last appearance was during all out war in Season 8's story arc where he showed his true colors and died at the hands of Negan for his crimes against the communities. Simon had been around since Season 6-8. It has been such a long time now and I'm starting to question if we're ever going to see any background characters such as Simon or Jadis and other long since forgotten characters from the show.

    YESSSSS!!!!! Having him (or Arat as a Shooter class Hero) would complete my all Savior Outpost requirements in addition to Negan and Dwight!!!!

    We are making plans for some S1-11 heroes to appear eventually. Can't say for certain it would be Simon however.

    Are there also plans to buff / rework old heroes? Maybe rework hunter Daryl when TWD : Daryl Dixon comes out.
