Has anyone noticed if the Bundles are Council/Building Point(Personal Lvl) related?

I bought the scout and bruiser bundles early on and while the weapons I received were nice at the time, they were scraped a long time ago.

I am considering buying the "Scarred Veteran Bundle" but I don't want to get a legendary Hunter Weapon that is below my lvl.

I have Council lvl 12 and am personal lvl 30.

Any advice is appreciated.

Play to Slay. Slay to live another day. Daily players. On and killing walkers as often as we can.

    Yes you get equipment roughly your level.

    Like @zoson said, try to get your hunter(s) to lv 13 if possible. I certainly wish I had waited because a good weapon for my hunters has been the rarest to come by.

    Would you really spent 20 euro just to get 1 epic rifle?
    Because the gold etc is going to be kind of useless at that level ;)

    Bought this pack like right away and now I'm just sitting there at lvl 35, like yo, what to do?

    @joson and @Owlkapwn, yeah I definitely plan on waiting. I might even wait for the update in the hope that I can raise some survivors even higher.

    @Jordi, I am lvl 30 with council lvl 12 and radio 6. but many of my other buildings are not maxed out.
    Have you tried to get another survivor so you can spend resources leveling them up?

    Plus the extra survivor slot is pretty nice. Sadly it used to be 3 slots for this same bundle.
