Med kits not functioning

I’ve tried to use med kits with my toon wounded and see message they are fully healed.  And lost missions.   This is a first for me since update.

    When the second health bar i.e the red one activates from the initial green bar, med kit cannot restore it back.
    Im pretty sure the second health bar has activated, probably why it says survivor already at full health..
