I am just going to throw this out there, but I don't see much benefit in voting for Yumiko. You can effectively run SPY with an Epic Yumiko because the main benefit of her LT is getting Sasha/Princess to charge up with an extra attack. The increased damage is kind of irrelevant. She is of course still a good hero, I just think it would be better to vote for heroes that benefit more from getting promoted.

The let down with last years bday call was because of the struggle between a vocal minority of this game and more casual majority. It became visible simply through forum users sharing the voting link within their guilds. There is what the vocal minority, here, draws as consensus. And then there is what average players across many levels of development would like to see. How do you make them both happy?

Split the birthday call between mele and ranged. Let there be 2 calls. 4 heros or 5 heros or 6 heros in each call, NG picks. If players are voting on what they want with 6 votes, and then there are 2 calls, they can place their saved up radios as they see fit.

The ranged players are happy. They get SPY and Shane and Mercer maybe 1 other 2nd tier ranged hero. It would be interesting to see who that is. And even more interesting to see if yumiko actually makes the list considering this.

The mele players are going to be as happy as possible too. They will see Eugene and probably Daryl and Rick and Beta. Glenns? Tdog? I wonder who else.

Additionally,
Either increase the amount of tokens received on every rarity tier or decrease the amount of radios per call.

I like decrease the amount of radios. If every call costs 14 radios instead of 20, you can keep the standard rarity amount increases. If you increase only the amount of tokens, then the slot machine luck aspect takes over the experience (many of us don't like slot machine experience). By decreasing radio cost, there's a sense of "moar calls" to the experience. I think it would feel a bit more like when the candy falls out of the pinata and you grab at it like a pack of child fast walkers instead of stopping to evaluate the candy and just how good it is or is not.

I don’t that’s a very good idea. That would easily mean we get all kinds of not-so-good heroes in the mix.

Melee - Beta, SR, HD, Eugune, RGG 
Range - Sasha, yumiko, princess, Shane, mercer. 

Do 2 calls, 1 with top 6 ranged and 1 with top 6 melee 

i think the 2 calls - one for melee and one for ranged, is a good solution to satisfy all players. to avoid dilution from 'not so good' heroes, instead of choosing best 6 from each category, why not choose best 4?

i dont think its necessary to adhere to the number '6' in every aspect. if so, then why not 666 instead of 600 tokens. im not religious

If I were to add 2 more melee Heroes (assuming 2 calls) , it would be Huntsman Daryl and probably Eugene, even though I don't need these guys promoted a lot of players still do
