    Challenge starting point for lower level players is, but after survivor level 20 or so, everyone starts at the same point and the walkers max at the same level. So the council upgrade increases the viability of melee for another round or two, which is fine by me because Beta-HD-SR is a way more fun team than SPY.

    GW levels depend on lvl your 3 highest survivors or on the level of your highest piece of gear (-3).
    Challenge levels stop increasing after lvl 24 survivors (RSL 18 starting max), so it can boost melee a bit here.

    But then NG said they have some changes to challenge format coming out, so not sure what's coming.
