Low-level weapons and gear in store crates and challenge missions.

Some players are getting level 29 weapons and gear from TG shop purchases and challenge quest boxes, even though they have level 30 heroes of all classes. I think this is wrong...

@TCBRITO are they max player level? Also which crates from TG shop? It really depends on the type of crates.

Player level 81 and heroes level 30.
